Well, he'd have a bunch of low-range normal moves, but basically his fighting style would be to the effect of causing his opponent to mess up and then seizing the opportunity to punish them, rather than going into an all-out brawl or long-ranged battle (he'd lose every time. In the hands of a noob, he would no doubt be perceived as the worst character in the game. In the hands of a crafty play, though, he'd the most aggravating adversary ever.
For instance, I plan on having him have a special move that does little if it connects with the actual character, but significantly punishes them if it connects with a non-projectile disjointed hitbox such as a sword or whip. This particular attack charges as you move on the ground and can also be used defensively.

He's not really any particular range. I very much hesitate to call his playstyle ninja-like (I lol'd there), but it's similar to that.

I JUST REMEMBERED even though I'm contradicting myself.
If you're looking to wreck the player who messes up, give Sam E. a slide attack where he slides under the projectile and trips the opponent.
Typically they'd give that sort of move to slower characters or those without fireballs, i.e. Dhalsim or Blanka but IT'S IN THE NAME OF PUNISHMENT
